David Persse Obituary: Houston, Texas – Retired HFD EMS Physician Director and MD-1 Dies After Swimming Accident

Dr. David Persse Obituary, HOUSTON, Texas — Dr. David Persse, a longtime Houston Fire Department EMS physician director and respected leader in emergency medicine, passed away Monday, Sept. 28, surrounded by his family, following severe injuries sustained while swimming off Hermosa Beach, California.

Persse suffered a severe spinal injury while swimming on Saturday. He was pulled from the water in cardiac arrest and resuscitated by bystanders and Los Angeles County first responders before being taken to a hospital. Despite those efforts, his injuries ultimately proved too severe for him to recover.

For more than 30 years, Persse dedicated his career to serving the City of Houston, including 29 years as the Houston Fire Department’s EMS Physician Director. His tenure as Houston’s EMS leader began in 1996, and his work helped shape the city’s emergency medical services and advance patient care.

Persse was widely recognized as a pioneer in emergency medicine. Through his leadership, teaching and mentorship, he influenced generations of physicians, firefighters, paramedics and EMTs. His contributions extended beyond programs and systems, helping improve the care provided to countless patients throughout Houston.

Houston Mayor John Whitmire remembered Persse as a dedicated public servant whose knowledge and experience helped guide the city through emergencies and difficult public health challenges. Whitmire expressed gratitude for his service to Houston and the lasting legacy he leaves behind.

Houston Fire Chief Thomas Muñoz also honored Persse’s impact on the department, describing him as a pioneer, teacher, mentor and trusted friend to generations of HFD members. Muñoz said Persse’s influence could be seen in the thousands of HFD members he taught and the countless patients who received better care because of his life’s work.

Persse’s death has left the Houston Fire Department and the wider emergency medical community mourning a physician whose career was defined by public service, leadership and a commitment to patient care. His work helped shape Houston EMS for decades, and his influence will continue through the professionals he taught and mentored.

He is survived by his wife, Beverly, and his daughters, Courtney and Carrie, along with his extended family, friends and many colleagues. The Houston Fire Department extended its condolences to those who knew and loved him, remembering Dr. David Persse as a pioneer, mentor and friend whose legacy will continue to live on.
